Explaining a Question of Bounty in Washington
Washington City reports that the second comptroller's decision on bounty payments to soldiers discharged for promotion has been misunderstood. The April 22, 1872 act promised $100 to those enlisted before July 22, 1861 and mustered before Aug 6, 1861. The decision aligns discharges for promotion with honorably discharged status, overturning rule 2. The piece also notes a plan in Congress to rename the government for Chicago's 1892 international exposition.

Tory scheme for Irish and English local government
The Tories propose a decentralised Irish administration with elective divisions empowered to handle municipal and county expenditures under state veto. Property representation retained, small local boards wiped out, and borrowing powers supervised by the imperial treasury. English measures mirror this, with local control over liquor and education and school reforms. A separate land reform plan envisions compulsory title registration and land purchases by farmers, plus a church reform bill likely only in the queen's speech.
