Washington December 1. Representatives prepare to flood the House with bills as soon as the session opens lundi. Estimates place new introductions at around 5,000 on the first bill day, with thousands more reintroduced from the last Congress. The record shows over 13,000 bills from the previous session, most of which failed. Lawmakers hope to finish before adjournment Wednesday.
Secretary Taft issues order restoring lands withdrawn for indemnity to the public domain and offering settlement under general laws. Affected railroads include Burlington & Missouri River, Chicago Rock Island & Pacific, Cedar Rapids & Missouri River, Dubuque & Pacific, Chicago Milwaukee St Paul in Iowa, Chicago & Northwestern in Wisconsin, plus several Southern roads. Southern War Claims index shows 22,298 claims worth $60,258,150. $4,686,920 allowed. Parcel post talks planned with Canada. N Me Bell travels to New York to discuss pact. Treasury notes announce $8,414,670 interest due on U.S. and Pacific railroad bonds, plus $848,452 prepaid.
A Utah constitutional doc, adopted at the last Utah convention, was presented to Speaker Carlisle and Senator Ingalls by a committee led by Delegate Caine. In Washington, the House adjourned from December 22 to January 4, 1888 after a brief session and some unim portant bills were introduced. A meeting of friends of the Hennepin canal is planned in a few days to pursue renewed congressional action.

The Dakota Farmers Alliance wraps a four day convention in Huron D C with delegates returning home. Cash receipts for the year total about $3000, up from $1200. The Dakota Ruralist official organ is noted, salaries rise, arbitration courts are urged, and protests against attorney fees on mortgage foreclosures are voiced. Governor Church praised for railroad tax collection and Knights of Labor extended fellowship. Support pledged to favorable papers and openness of Indian reservations to white settlers.
In Sioux City a raid on OConnell's Fourth Street saloon uncovers a keg of whisky in a burglar proof safe. Constable Curtis confronts the keeper and a crowd including German workers, as Panley brandishes a gun amid attempts to seize the key. Violence and threats surface but control returns as the safe is secured. Meanwhile reports from St Paul note territory statehood prospects for Dakota and Washington, with Utah possibly joining later. Utah’s polygamy clause and 1892 franchise timing discussed.
Chester Bellows was hanged in Charles City Iowa on Friday for the July 8 1886 murder of Alice Waterman. He appeared exhausted and had to be carried to the gallows. As the noose was set he cried for mercy and proclaimed innocence. The drop occurred at 1045 am and life ended after eight minutes forty five seconds. The rope used had been prepared for anarchist Louis Lingg and obtained from Chicago by Sheriff Clark.
Dec 17 Curiaco The meeting of the presidents and general managers of the Western lines yielded no agreement on preventing a price-cutting freight rate set to take effect Tuesday. Wabash Receiver McNulta was absent sick and uncontactable. Managers fear a serious rate war and see no path to compromise.
St Paul December 17 Traffic Manager Olds of the Canadian Pacific reports a new understanding among transcontinental lines to stop rate cutting. American lines will interchange freight and passengers with Canadian Pacific on satisfactory terms. No expected freight rate rise from the Pacific coast east. through Western rates to match American lines. A St Louis meeting will finalize details of the Serene plan set to take effect soon.
Fire broke out at noon in the basement of the Union block at Fourth and Cedar. Dense smoke forced occupants on seven upper floors to seek escape via the elevator shaft. The fire department confined the flames and saved the occupants, with only damage noted.
St Paul December 17 The Northern Pacific has received rotary snow shovels manufactured in New Jersey. Two units were sent to Brainerd for assembly and deployment when snow conditions require. Each shovel features a front wheel that draws snow into the unit and a side-discharge mechanism capable of clearing six to seven foot drifts at about twenty five miles per hour. Meanwhile Nebraska rail commissions move to draft a uniform tariff sheet for roads operating in the state, mirroring existing rate levels.
Western demand for coal shows a notable decline says James B. McCamant sales agent of Reading Coal and Iron. A price reduction may follow as winter supply concerns ease.
In St Louis during the G A R encampment in September four large cathedral glass transparencies were displayed two depicting Ulysses S Grant on horseback and two showing Abraham Lincoln standing.
