In New York on December 16 the Cuban junta offices faced a flood of 800 offers for enlistment in the Cuban army. Law bars recruitment for foreign service, so all applicants were refused as crowds gathered outside before nine. Officials say 24 hours brought hundreds more inquiries by mail, all rejected under the same rule.
Washington reports officials note rising enlistments to join Cuban insurgents against Spain. Violations carry fines up to 2000 dollars and three years imprisonment for serving or accepting commissions. If scale grows, Justice Dept may issue renewed enforcement instructions to agents.
Maprib December 16. Surface indications point to Captain General Weyler soon being relieved of command in Cuba. Government organs show discontent with Weyler and rumor places General Marin, governor of Porto Rico, as his successor. Marin, about 50, has long service in Spain's Cuban campaign and acted as captain general during Campos’s absence.
Des Moines December 16 George P Guiot railway ticket agent at Union depot has organized a company for the Cuban war planning to equip 50 men and 28 on the list two dozen others to join as belligerent recognition comes. Guiot a Orchard Lakes Military academy graduate and former sergeant of the Second United States Cavalry leads Iowa efforts after Maceo assassination. Cuban meeting at Jacksonville crowds torchlight parade and mass meeting in support of Cuba with Ex Mayor Fletcher State Senator Hartridge and other prominent citizens addressing the crowd.
Richard Rowe of Guinnell Indiana was found guilty in district court as an accessory to looting the county treasury and was sentenced by Judge Ryan to three years in the state prison at hard labor. General Rivera active in Cuba as Maceo successor engages Spanish forces near Pinar del Rio with reports of 50 wounded and advancing Spanish troop movements.
San Francisco reports that witnesses in the Fitzsimmons Sharkey case offered no sensational testimony. Danny Lynch denied knowledge of any conspiracy and said neither he nor Sharkey belonged to a national club. Thomas Sharkey denied trainers accounts and claimed no prior talks with Referee Earp or bets on the bout.
The national irrigation congress attracts about 1,000 visitors from 27 states to Phoenix. Delegates include leaders from Arizona California Colorado Connecticut Idaho Illinois Iowa Indiana Kansas Minnesota Montana Missouri Michigan Nebraska New Mexico Ohio Oklahoma Rhode Island Texas Utah Washington Wyoming Wisconsin and the District of Columbia. O B Booth of California named president and Frank H Briggs of North Dakota named vice president with James McClintock Arizona A T Kellogg Colorado and L S Howlett Washington as secretaries.
Caracas dispatch says President Crespo declines to discuss Venezuela's stance on the arbitration treaty between Britain and the United States. Venezuelan officials favor the treaty as arranged, Crespo won’t seek term changes, and Minister Andrade plans a return voyage to the United States next Sunday.
Florence December reports the death of Alexander Salvini son of Tomaso Salvini the renowned Italian actor from intestinal tuberculosis. He debuted in New York in 1888 supported Clara Morris and Margaret Mather for years and rose as a star in 1889. DArtagnan in The Three Guardsmen was among his notable roles.
Representative Woodman of Illinois introduced a joint resolution directing the president to intervene in Cuban affairs. The measure cites General Macao’s assassination and Spanish cruelties, demands severe condemnation of Spanish warfare, recognition of Cuban independence, and withdrawal of Spanish troops.
NEW YORK December 16 Consul Fitzhugh Lee remains in New York refusing to see callers saying he is busy with private business He will sail from Tampa to Havana on the Olivette Sunday morning. Crew of fourteen drowned in Rouen river incident at Alderney Island aboard Marie Fannwt.
Grovertown South Carolina December 18 The presidential party enjoyed splendid sport duck hunting off South Island with about 90 ducks bagged. Reports say the president may remain indefinitely with no time limit on his stay.
A heavy wind and rain storm lashes the Jersey coast with high seas. The large Casino building, site of the Elks disaster nearly two years ago, collapses in a loud crash but no one is inside.
Washington Dec 16 The treasury department confirms the Three Friends sailed from Fernandina Fla with a cargo of arms for insurgents and United States cruiser Newark and Raleigh left Key West in pursuit. Dec 6 death of First Lieutenant Edwin Ballock in San Bernardino Arizona Territory due to pneumonia reported by telegram from the War Department.
Washington December 16 The Francis interior department nomination was referred to the finance committee as usual. Senator West backs delaying the confirmation for political reasons. Opposition emerges from gold Democratic support but is not expected to block confirmation after the Missouri senatorial election.
Washington December 16 The House takes up the Loud bill to amend second class mail law amid strong opposition. It tightens rules on serial novels center rates sample copies returns and other changes. Proponents claim annual savings of 20 million dollars while critics fear abuses persist.
The November 1896 monthly trade report shows U S exports of domestic merchandise at 107,840,377 dollars versus 86,152,500 the previous year. Imports totaled 50,088,052 dollars, with 27,821,082 free of duty.
Washington December 16 The house appropriations committee finished the bill for legislative executive and judicial expenses for the fiscal year ending June 30 1898 totaling 21 667 869. The amount is 1 099 281 less than the estimates and 97 899 less than current year appropriations. Maplin December 16 Don Carlos abdication claim reports arise from Rome but lack foundation.
An eastbound freight train in Lane Creek Minnesota broke in two. The head section was struck by the rear, wrecking eight cars filled with grain flour and feed. An unknown tramp was killed between two cars.
The Globe reports Britain expects significant commercial gains from China's opening and notes a English syndicate won concession to build and operate a long railroad, potentially countering Russian interests. The Times Berlin correspondent says the Porte recalled Said Ed Din Pasha, Crete envoy, per orders.
The 18th small session of the Minnesota State Dairymen convention opened with about 73 dairy and creamery representatives present. Rock Springs Wyoming December 16 The war between Colorado cattlemen and Wyoming sheepmen resumes. Griffin W Edwards principal sheep owner has received two letters giving six days to remove his sheep from the disputed strip. Edwards a long time taxpayer in Routt county Colorado says he will stand and refuses to be driven from the range. More trouble anticipated.
The Wisconsin division of the L. A. W. held its annual meeting in Milwaukee. It was one of the largest in division history with discussions on the good roll question and a proposed baggage carry bill. A. M Patitz was named as official handicap.

At Chattanooga Tennessee the board of aldermen adopted resolutions expressing sympathy for Cuban insurgents. An explosion destroyed Von Cramer's match factory at Aschaffenburg Bavaria killing two men and four girls with many injured.
