Washington reports the longest cabinet meeting in years on the Chinese situation and the note defining U S policy. Officials withheld the document’s nature, promising it will become public in days. The discussion centered on whether the note is a reply to Germany or Russia or a general declaration to powers.
London observers doubt early peace negotiations will succeed and praise General Chaffee's winter campaign plans. They note ongoing arrest in Peking and the challenge of finding a responsible Chinese intermediary until Li Hung Chang can engage with the fugitive court and gain credible credentials for all powers.

O K Howard and Cor bin Morris shipped what is likely the year’s largest single cattle shipment from the South Dakota ranges. The 130-car load departed Chamberlain on Monday, marking a major move by the cattle king and his partner.
