In Richmond Virginia the Jordan bill to allow a statewide vote on prohibition stalls after a tied vote to suspend rules. The Senate split 26 to 14 to take the measure up out of its regular order but one vote short. An adverse report from the Privileges and Elections Committee was recorded nine to three and clouds the bill’s fate as campaigns mount petitions from constituents.
