Winchester Council Fails to Approve Tax Increase Amendment
At a special Winchester City Council session held last night the finance chair Mr Shirley Carter failed to secure approval for an amendment to levy an additional 20 cents per 100 on personal property lands and improvements and stock in banks to fund street and sidewalk improvements. The council, with eight members voting to strike out the Carter amendment and four opposing, discussed continuing the improvement program while opposing higher local taxes at this time. The meeting also heard a request to exempt a resident with one cow from milk sale provisions, which was referred to the salary committee and board of health, and an ordinance allocating 3000 dollars to reimburse the general Street fund was passed.
