Winchester Council approves Virginia Woolen Mills sewer tapping plan
The Winchester Common Council granted permission for the Virginia Woolen Company to tap the Lewis Jones Knitting Mill sewer, with conditions on bed placement and city sanitary compliance. Mayor Barton's mosquito ordinance requiring kerosene or coal oil treatment on pools from March 15 to November 15, 1901, was enacted with a $1 fine and an inspector at no less than $5 weekly.
