The Charlestown Berryville and Winchester Street Railway Company received a charter to build an electric line from Charlestown W Va to Berryville Va and then to Winchester Maryland linking several towns. Fireman Matthews Recovered After Drowning off Ocean View
John L. Matthews of the Independent Fire Company of Portsmouth was drowned while demonstrating swimming skills near Ocean View. His body was recovered by James Thompson, a colored fisherman. Third Day at Inwood Fair Delights Crowds and Pageantry
The Inwood Fair reached its third day with the largest attendance on Thursday though below last year. Gate receipts stayed strong despite a morning rainfall with over 4 000 people present. Elizabeth Fry of Middleway West Virginia won and wore the blue ribbon as the prettiest girl on the grounds. A grand stock parade led by Chief T L Hoffman featured Martinsburg City Band. Thompson’s Orchestra provided music at the ball that evening, enjoyed by many Winchester residents. An excursion train returned after midnight. Today promises a grand tournament with 50 plus entries and the baby show marking the fair’s final day.

Jefferson Smallpox Expenses Questioned by Jefferson County
In a special Jefferson County Court session the Charles Town corporation billed 3865.53 for smallpox epidemic expenses including maintenance, doctors, and food. The county refused payment, arguing the afflicted were residents of the town not the county. The case heads to the Circuit Court. City Clerk Richard L. Mr. M. H. G. Willis cashier of the Union Bank returned last night from Atlantic City after several weeks away and is now quite ill.
Fire destroys valuable barn on Rice farm near Vaucluse
Last night a lightning sparked blaze consumed a barn on John W. Rice’s farm near Vaucluse. Samuel Miller tenant lost tools, wheat crop of 430 bushels, and a new barn valued about 600 dollars with 1200 dollars in equipment. Total loss near 2000 dollars, partially insured. Miller had just sold 100 barrels of corn saving 250 dollars. A prior barn on Rice property burned previously and a Massie family death due to lightning near the same time frame is noted.

Veteran Staunton Editor Harry Tinsley Dies
Harry Clay Tinsley, a prominent Virginia newspaper man born in Richmond in 1834, died in Staunton after a long illness. He served with the Richmond Howitzers in the Civil War, worked for the Richmond Dispatch, then owned a half interest and edited the Staunton Vindicator until his 1896 retirement.
