In Oslo the nation voted 53.9 to 46.1 percent to stay out of the European Economic Community. Prime Minister Trygve Bratelli and his cabinet resign, leaving a government vacuum amid economic uncertainty.
The Senate moves toward a final vote on a plan to require total U S troop withdrawal from Indochina. The debate centers a Stennis amendment to block all but withdrawal, with four months for complete U S forces exit pending POW releases and MIAs accounted for.

The Vatican newspaper article titled A Happy Day seemed to dampen abdication rumors.
The State Apple Commission reports higher prices for Yorks from area processors. Zeropack of Winchester tops at 3.75 dollars for Yorks, while National Fruit Product and Bowman Apple Products of Mt. Jackson offer 3.50. For next grade, Bowman and National Fruit pay 2.75 and Zeropack 2.65. Juice apples fetch 2.00 per hundredweight from National Fruit and Bowman. Zeropack lacks a juice category.
The United States proposed a far reaching overhaul of the world monetary system with allowed currency fluctuations and an end to gold as a reserve asset. SDRs would become the basis for valuing all currencies and the U S would intervene in exchange markets. Treasury Secretary Shultz outlined details at the IMF meeting. President Nixon announced the proposals, dating from the 1971 gold convertibility suspension.
Frederick County will skip a courthouse location vote on the Nov 7 ballot. An advisory poll will be conducted at all polling places to gauge whether residents want a new courthouse and where it should be built Winchester or Frederick County. County Administrator Roger Alderman says the questions lack exact site and funding details required by Virginia law, making the poll unofficial.
At the United Nations General Assembly, Soviet Foreign Minister Andrei Gromyko urged 132 nations to adopt a declaration renouncing force and prohibiting nuclear weapons. He submitted a resolution on the renunciation of force and permanent ban. The session agenda included nonuse of force and nuclear prohibition as well as terrorism debates.
A low center moving from Wisconsin toward the St Lawrence Valley brings a trailing cold front into the Middle Atlantic. Showers are possible in northern and far western Virginia tonight and across the rest of the state Wednesday.
