Suspect Held After C S Bank Robbery in Winchester
Winchester officers captured Carl E. Partlow 60 after a silent alarm from the Commercial and Savings Branch Bank at Loudoun and Gerrard Streets. About $10,000 in two green bags and a cap pistol were recovered. Partlow was being booked, bail to be set by noon. The arrest follows two prior bank robberies at the same branch in under two years with quick captures in each case.
