A memorial service in Tan An near Saigon honored 12 American soldiers killed in a helicopter collision. The group included Col. Dale J. Crittenberger among the fallen as 12 rifles capped with helmets stood in tribute at the service.
Soviet Foreign Minister Andrei Gromyko spoke at the United Nations General Assembly as President Nixon urged diplomacy to end the Vietnam war and to limit arms shipments to the Middle East. The talks also touched on planned missile negotiations and possible Helsinki talks in mid October.
Saigon President Nguyen Van Thieu called an immediate ceasefire proposal unrealistic and warned it could trigger another Korea. He said the 60,000 U.S. troops to withdraw this year depended on South Vietnamese ability to take on more fighting and on enemy activity and progress in Paris peace talks.

U S Navy reports light ground fighting in Vietnam while 1200 tons of B52 bombs fall along the Cambodian border northwest of Saigon. Eight waves hit North Vietnamese base camps about 100 miles north northeast of Saigon near the border as Viet Cong attack a Marine patrol 26 miles south of Da Nang causing two deaths and 11 wounded.
President Nixon announced the cancellation of November and December draft calls and ordered 19,000 men to be inducted over a three month period at under 10,000 per month. He kept 29,000 October inductees to be called by December 31, while signaling possible executive action if Congress fails to pass draft reform.
