A reported cease fire order could end bloodshed in Kaisai Province and halt Patrice Lumumba's planned invasions. The announcement followed Lumumba's demand that the United Nations and Dag Hammarskjöld halt interference in Congo affairs.
The United States notified the Soviet Union’s U N delegation that Khrushchev must reside near the United Nations headquarters in Manhattan and limit movements to official duties. Similar limits were proposed for Janos Kadár and Mehmet Shehu.
Ralph G. Brooks 62 died Friday after hospitalization since August 23 for a viral infection affecting the heart muscle. Brooks had made history in 1958 as Nebraska’s first Democratic governor in 18 years and had been the Democratic candidate to challenge Republican Sen. Carl T. Curtis in November.
Secretary General Dag Hammarskjold defended the seizure of Congo airports and Leopoldville Radio by U.N. forces before the Security Council. He said the action was taken to prevent a radio war and to protect lives, while the council debated next steps amid Soviet opposition and Yugoslav concerns about sovereignty.
Canadian TV and radio networks will carry the first Nixon Kennedy debate on September 26. The CBC said the second debate on October 21 will be on radio, with TV coverage not yet decided.

West German acting chancellor Ludwig Erhard called on business leaders to impose a voluntary trade boycott with Communist East Germany as a Western response to Berlin pressure. He spoke at the German Industrial Fair noting East Germany’s move to drive a wedge between West German firms and the government. Brandt warned the measures mark a renewed Red offensive to isolate the FRG.
Vice President Richard M. Nixon leaves Walter Reed Hospital to resume his bid for the presidency. Kennedy finishes a California tour and attacks Nixon while stressing church-state separation and civil rights amid a 9,000 mile campaign run across 14 states.
Hurricane Donna brushed Miami with heavy rain and winds to 97 mph and moved toward the Tampa Bay region. The Weather Bureau urged evacuation of low coastal areas and predicted winds and tides to threaten Naples through St Petersburg as the storm tracked along the Florida coast.
A minor earth shock was felt in Seattle and Puget Sound cities at about 7 06 a m. No damage was reported and many people did not notice the tremor.
The 13th annual Frederick County Agricultural Fair opens next week at the Winchester Armory with about 2,500 exhibits. The main days are Wednesday to Friday with evening rides each night. Judging occurs Wednesday afternoon and prizes total about 1800 dollars plus ribbons. The fair runs eleven sections across homemaking crops livestock and poultry with youth displays by 4 H and FFA groups.
North American air defenses conducted Exercise Sky Shield a six hour operation grounding U S and Canadian commercial flights while jet bombers fighters and ships simulated alert and response. NORAD SAC issued a brief communique noting the exercise completed at 7 a m EST with no official results provided.
Severe wind and rain lashed the region with uprooted trees and power outages. Rain totals reached .56 inches in Berryville and .50 inches at the Winchester Fruit Laboratory, while Clarke County reported afternoon trees down and high winds.
Michael Wilfred Lau of 208 Fairmont Ave. was treated at Memorial Hospital for chest contusions left arm and back after his car a 1960 Renault Dauphine rolled over on Rt. 522 south of Winchester. State Trooper Stanley L. Lee said Lau lost control on a curve and the total loss was valued at 1800 dollars. The incident occurred at 12 50 a m. In a separate crash on West Piccadilly east of Washington St. a 1959 Oldsmobile driven by Speener Marvin Hose of Winchester opened a door into the path of a 1960 Chrysler driven by Clara I. Young of Elwood City Pa causing 175 dollars in damages.
The city tally shows 4 530 children aged one to nineteen, up from 4 129 five years ago. White and Negro counts rise with 113 more white and 417 more Negro children. officials note births have leveled and the surge reflects the high school age group.
