The September meeting of the Winchester City Council, postponed due to lack of quorum, will now be held on Sept 17 at 7 30 p.m. Mayor William M. Battaile announced the change.

Authorities reported most schools closed and attendances were low while talks continued toward a settlement expected to allow normal operations by midweek.
Brig. Gen. Truong Quang An was killed during combat near the Duc Lap Special Forces camp as South Vietnamese troops repelled an attack and killed 47 North Vietnamese. The action involved militia backed by a U.S. armored column, with other American forces reporting 82 enemy killed in battles south and northwest of Saigon. An was the first South Vietnamese general to die in combat since 1961.
Hanoi rejects a simple bombing halt as insufficient for peace in Vietnam. A Hanoi spokesman calls for end to American spy flights, naval raids, and artillery attacks. North Vietnam notes positive talks from Mansfield and Gold berg urging an immediate halt to bombing and pursuing negotiations.

Trumont William Sechrist Jr. 16, a Clarke County High School student, died after the car he rode in left Rt 649, striking trees after veering in a curve. Driver Wayne Hough 17 and passenger Robert Wright 19 suffered minor injuries. Sechrist pronounced dead on arrival at Memorial Hospital.
