Norfolk fails to notify on Royster escape
Norfolk police charged the state with failing to notify local agencies about the escape of Stanley Gene Royster 24 from a prison furlough. Royster had been arrested for burglary and grand larceny in Norfolk while serving a 10 year term for armed robbery. officials later confirmed he escaped.
