New York sept 6 acceptance of a fact finding board recommendations averted a strike by 30000 railway express agency employees who charged the company with mishandling a 44 hour week. The settlement announced by L O Head president and George M Harrison brotherhood chief states both sides will implement the board's suggestions with details undisclosed.
