Federal court opened a sealed indictment naming 46 defendants in a giant narcotics smuggling and distribution ring. A roundup of scores of persons in the New York City area had already been reported.
A Frederick County School opening report shows 3274 elementary and 1141 high school pupils enrolled, with 75 colored students starting tomorrow at the Douglas School. Robinson Elementary’s opening shifts enrollments, maintaining full-year growth and a steady rise since 1952.

London reports Russia has sent new notes to the Western Big Three asking for joint action to stabilize the Middle East. Sir Patrick Reilly received the Soviet note from Andrei Gromyko in Moscow in response to Western calls for a Big Four accord outlawing force in Middle East disputes. The West urged Moscow to stop arming the region and press Arab Israeli peace.
A Soviet TU104 is making a historic flight from Moscow to McGuire Air Force Base New Jersey via Keflavik and Gander. The flight marks the first Soviet civilian arrival in the United States in 20 years with 19 to 60 passengers reported and 12 crew aboard. The United States allowed a reference landing at Idlewild after a noise level test despite initial objections from Moscow.
A 15 year old Negro girl Dorothy Counts faced a taunting crowd outside Charlotte Central High after registering as the first Black pupil in the city. She was struck by a stick but not hurt. Police arrested a white youth. Other incidents involved Gustav Allen Roberts and his sister Girvaud Lillie Roberts with minor harassment. Dolores Huntley did not attend Alexander Graham Junior High.
President and Mrs. Eisenhower depart for Newport Rhode Island for a seaside stay likely through mid October amid plans for commuter Washington work and a golf challenge at Newport Country Club. Berryville town council denied a request by Clarke Corporation president E. L. Peters to rezone Smith Street for apartment buildings. A five to one vote followed residents’ traffic and property value concerns, with motion to approve failing for lack of a second.
Operation Applejack a statewide Virginia apples campaign holds its local program tonight at 8 at James Wood School led by James A. Biddle. The effort follows an 8 million bushel harvest with clinics in 28 communities by Stuart O. Condrey to teach grocers producers and sales staff new techniques for Virginia apples. Cooperating groups include the Virginia Chamber of Commerce the Department of Agriculture the State Apple Commission and the Division of Distributive Education.
About 30 adults and children were taken off the Cunard liner Ivernia in Quebec after medical checks found Asian flu symptoms. The ship had left Le Havre with 945 passengers and proceeded to Montreal. those removed showed sore throats coughs and fevers from 100 to 102 degrees but none were in serious condition.
