Military experts told Congress that future wars will not be fought by pilots of atomic missiles. Defense must rely on a strong air force with aircraft playing a major role in skies, observation, and supply transport. Rio de Janeiro October 30 Ex President Getulio Vargas resigned after an army ultimatum and was placed under heavy guard at Guanabara palace. Jose Linhares, 59, sworn in by dawn to head the government until December 2 elections. Linhares, who heads the supreme electoral tribunal, opposes changing the December election decree.
The House Appropriations Committee linked a new 550 million dollar UNRRA fund to conditions including a March 31, 1947 cutoff for relief shipments to most nations, use of surplus crops, and UNRRA access to trade data, with opposition to a proposed free press clause.
Fighting flared between Indonesian Nationalists and British Indian troops at Soerabaja but halted at nightfall as a second truce was arranged. Soekarno, Hatta, and Amie Sjarifuddin returned to Batavia, with a possible meeting with Hubertus van Mook to discuss Dutch rule.
Washington reports three power talks on atomic energy will open about November 11 with President Truman Prime Minister Attlee of Britain and Prime Minister Mackenzie King of Canada. The White House says the talks exclude Russia, and Attlee will meet Truman in Washington ahead of any broader Allied discussions.
