In Manila, U S commander in Viet Nam tells the summit war is far from over and more troops will be needed. President Johnson urges allied unity to fuel peace and vows allies will resist aggression when neighbors are attacked. Johnson closes the first day after Gen West follows him.
Police fired into the air and charged protesters outside the Manila Hotel where President Johnson rested during talks on Viet Nam. About 2,000 students clashed with officers, 12 were carried off by ambulances, and 20 detained as they pledged to strike next week.
In South Viet Nam small scale fighting flared in scattered sections while a regional lull persisted overall. Monsoon storms again reduced U.S. air strikes on North Viet Nam as mortar and mine attacks hit South Vietnamese and American positions, including a Viet Cong mine that killed 15 civilians and wounded 20 near Hue.

Hundreds gathered in Winchester for the funeral of Harry Flood Byrd Sr. Vice President Hubert Humphrey and Virginia Governor Mills Godwin attended the service at Christ Episcopal Church. The private ceremony lasted 17 minutes followed by a graveside salute at Mount Hebron Cemetery.

More than 500 people filled Christ Episcopal Church in Berryville to honor former Virginia governor and senator Harry Flood Byrd, Sr. Attendees included Vice President Hubert Humphrey and Treasury Secretary Henry Fowler. The service lasted 17 minutes with no eulogy, followed by burial at Byrd family plot at Rosemont. Senator Byrd died from a malignant brain tumor at 79.
A cold front moved into western Virginia bringing increasing cloudiness and light rain. The front shifts east today, allowing a small rain area to move northeastward.
