In Moscow on October 21 the tripartite conference held its longest session yet a four hour meeting involving American British and Soviet military advisers. US Major General John R. Deane and British Lt General Sir Hastings Ismay attended with other aides as topics likely included a possible western front. Leaders stressed secrecy while noting a cordial atmosphere and high level military discussion.
The War Manpower Commission directs thirty new shortage areas to implement a 48 hour work week by November 15, raising the total to 71. Localities include Indianapolis Jacksonville Oklahoma City Dallas and Spokane. The order allows early adoption in 93 areas facing acute labor shortages within six months and excludes employers with under eight workers farmers and local governments.

Due to the extra work issuing Ration Book 4 on October 25 and 26, part of the clerical staff at the Ration Office will not be on duty Monday October 25. The office will open that day but operate with reduced staff. Citizens with business urged to come on another day if possible.
Louis M. Nulton, USN retired, will be the main speaker at the naval program Saturday evening as new recruits are sworn in during a mass ceremony before the Courthouse at 8 p m. The Navy recruiting substation of Winchester sponsors the program and the navy recruiting cruiser touring Winchester returns to the Courthouse tomorrow and stays at its downtown port until week’s end.

He notes dual AA duties, rest after weeks of activity, blackout conditions, a recent lone air raid, and concern for returning servicemen to crowded industry.

Navy travel under individual orders. Marine reporting time not listed.
Allied dispatch from Algiers on Oct 21 reports Fifth Army gains north of the Volturno river as probing forces seek German defenses along Massico Ridge. Eighth Army, under Montgomery, seized high ground northwest from Vinchiaturo, took Busso and Oratino, while bombing Nis and rail facilities to aid Allied movement toward Isernia.
Lewis A. Pollard learned his son Lt. Bill Beverley Pollard 21, an Army Air Corps pilot, died in the South Pacific on October 15 after active service in Hawaii and the South Pacific. He was born in Winchester, son of Mrs. Gladys Mason Pollard, married to Lt. Alene Hollemar Pollard of Selma Alabama, and survived by father, brother Jack, grandmother Mrs. Mason, and his wife. He joined the Air Corps in 1942, earned wings February 16, and had served at Marwell Field Orangeburg Greenville Selma and Craig Field.
About 4000 A gasoline ration books have been renewed by the local ration office, with the task believed nearly finished. Volunteers and staff worked daily through the rush, issuing renewals mainly by mail and returning books the same way.
