Interstate 81 by passes east of Winchester to proceed after right of way found
A 3.6 mile section of Interstate 81 from south of Stephens City to north of Route 277 near Kernstown will be advertised for bids once remaining rights of way are secured. District engineer R C Ambler said the by pass will start the eastern edge of Winchester and precede two more segments totaling about 15 miles. The full project is estimated at 15,280 dollars.
