Special Grand Jury Finds Some Wrongdoing in Sheriff’s Dept
Winchester Circuit Court’s special grand jury reported evidence of some wrongdoing within the Frederick County Sheriff’s Department after a three month probe. The 11 page report, made public by Judge Robert K. Woltz, says many accusations were based on hearsay and political motives and notes friction with the Commonwealth's Attorney’s Office and jail chief Michele DeBari. The panel heard 28 witnesses and recommends one indictment.
