U.S. Commissioner Henry Morrow dismissed charges against nine men arrested Sept. 18 at Shenandoah Downs race track in Charles Town. He ordered federal authorities to pursue charges only where evidence of conspiracy to evade taxes exists. Names include Allen Russell, William Stanley, Joseph Farrie, and William J. Rush among others. A decision on new charges from U.S. Attorney John Kamlowsky was postponed to early November.

U S fighter-bombers press the raids on North Vietnam amid Saigon’s reluctance to a bombing halt unless favorable to South Vietnam. Premier Tran Van Huong demands assembly approval for any accord, while Hanoi rejects reciprocity terms.
