Belgium signals return to prewar neutrality and repudiates the 1920 Franco Belgian pact Locarno obligations and League of Nations duties. King Leopold urges a policy that alarms European powers and weakens collective security while Moscow presses Spain aid and anti Fascist measures.
Winchester cites weekend highway tolls, one killed and many injured, blaming speed for severe injuries like broken backs and fractured skulls. A doctor compares crash forces to a fall from a 12 story building and urges calmer driving to prevent needless harm.
President Franklin D. Roosevelt stopped at Grand Rapids on his Roosevelt Train ride toward Detroit to speak to a crowd estimated at 150,000. He argued the first steps of 1933 relieved hunger and unemployment and praised Michigan’s Holland heritage while outlining recovery measures.

One asks for storm sewer construction and the other for supplemental work on the Speth avenue water main project. The effort aims to provide jobs after seasonal work ends and notes Frederick county has no WPA rolls currently.
The Republican National Committee accused President Roosevelt of pursuing a radical program. They warned that his planned economy and heavy taxes threaten capitalism and questioned his tax on surpluses and unemployment relief plans.

Governor Alf Landon urged Indiana farmers and workers that the New Deal wastes and debt threaten farms and homes. He called government bonded debt a first mortgage on farms and homes and framed his seven stop drive for Indiana's 14 electoral votes as a pledge to curb spending and protect agricultural methods.
Tokyo reports Mount Asama erupted today 90 miles northwest of Tokyo. The volcano sent huge volleys of hot ash up to 40 miles, with thick smoke darkening the countryside. Nearby residents sheltered under umbrellas against falling lava.
The State Dry Cleaners' Board has issued licenses to ten Winchester establishments and 353 others across the state. The licensing law took effect September 1, and licensed cleaners, dyers and pressers display their license numbers at their business and on delivery equipment.
William C. Wessel national director of the Cub Division of the Boy Scouts of America spoke at the Rotary Club luncheon. He noted progress and showed a technicolor film of Cubs in action including den mother and den father roles, pack meetings, and progression into Scouting.

The 1936 legislature passed a law requiring licensing by a state board for all firms in cleaning pressing and dyeing. A five member unpaid board takes office July 1 for two years to license and supervise the industry. The board issued protections and regulations to guard the public against rogue firms and deceptive ads. Reports from across the state note clothing rugs and draperies collected from the public under possibly false pretenses.
State leaders will speak as the American Legion and Auxiliary prepare for the first statewide little convention to be held in Winchester October 18-19. Committees led by Col. B. M. Roszel and Miss Frances Beverley coordinate receptions and meetings with officials from all Virginia posts and auxiliary units. Members are urged to invite husbands to the Sunday reception and Monday meetings are open to Auxiliary members.
Warner Brothers witness Alexander Korda testifies in London as he argues against Bette Davis being barred from a British film. He notes actors face big losses if walkouts occur and that actresses are well paid for hard work.

Four men and a woman robbed two hitch-hikers from Madison North Carolina while giving them a lift on the road to Rocky Mount. The assailants attempted a gunpoint robbery twelve miles north of Martinsville Virginia and left the victims without most of their clothing after taking nearly all they owned.
A special Winchester Frederick Chapter Red Cross meeting called by Nat Wilson sets tomorrow at 11 in City Hall to outline a roll call next month. Rev E T Clark leads the drive aiming for 1500 members and 3000 dollars while committees plan solicitation and publicity and Helen Wright notes national Red Cross relief efforts across 20 states and 138 disasters.
The Palace, run by Herman Hable, announces a six year anniversary event starting Monday featuring Shirley Temple in Dimples as a prerelease. Winchester gets the film before other cities as part of the celebration, with more major studio attractions and a parade of pictures on the way.
