Howell outlines tax plan and anti busing stance in Virginia
Lieutenant Governor Henry Howell, an independent candidate for governor, previews his sales tax replacement plan funded by taxing previously untaxed items such as bank dividends and dividend income from Virginia Electric & Power stock. He also dismisses the antibusing constitutional amendment as a low priority and a waste of time. A national Democratic fundraising group backs Howell in Washington with leaders including McGovern and Humphrey.
