President Nixon, criticizing overspending, presents his tax reform views in a 12:05 p.m. EDT broadcast on NBC CBS and Mutual. He backs no tax hike while urging Congress to cut spending as part of the economic plan.
Communist sappers attacked Phnom Penh early in the Pchum Ban holiday, seizing armored vehicles and firing in residential areas. Cambodian troops destroyed several vehicles. casualties and damage were reported as fighting raged near the city center.
Richmond residents moved valuables to high ground and evacuated low areas as the James River was expected to crest around 18 feet. Flooding from a heavy Thursday night storm killed five in Virginia, closed hundreds of roads, and disrupted power services while officials prepared sandbagging and emergency posts.
Warren County reports flood damage totaling about 500000 with 38 homes livable loss and two destroyed as Shenandoah River floods hit low lying areas. Roads along Rt 638 633 remain closed while other routes stay open. no injuries reported.
