Washington October 2 A five power effort to end maritime strike talks moved forward as Conciliation Director Edgar L Warren said negotiators would meet at 1 pm EST to drive home a settlement. He cautioned optimism but saw no need for further adjournments while the Maritime Commission pressed for a settlement.
The Winchester common council public safety committee, with Police Commissioner C. R. Anderson and Police Chief C. W. Hollis, acted last night to reinstate an officer. Milburn, a night shift member, will report for work this evening.
In Pittsburgh a nine day old power strike expands as Allegheny Steam Heating Company says heat for 300 downtown businesses will shut off tonight due to picket actions blocking coal unloading. Hotels offices theaters and shops are affected with many closed though some movie houses stay open.
A 1936 Pontiac driven by Acrey Nicholson of Winchester burned after an early Monday crash on Route 11 near Winchester. Nicholson received a $35 fine and 10 days in jail for reckless driving and driving without a license after losing control and striking a 1936 Terraplane driven by Woodrow Taylor. Holmes F. Penn and Earl Herring, passengers, were treated at the hospital for a fractured leg and lacerations with the Lupton fire team unable to save the Pontiac.
About 30 persons attended a public road meeting last night at the Clarke County courthouse in Berryville. District engineer George G. Felix of Staunton spoke on road progress and called for oil surfaced roads while noting confusing Berryville markings. Clifton Price presided. Virginia highway officials also spoke. a second meeting is planned for Front Royal tonight.
An official source said the Palestine conference adjourned today for an indefinite period and that the Arab delegates would probably return to their homes.
Conrad-Hoover Post 21 of the American Legion announced at its monthly meeting that Armistice Day activities would be held locally with a parade assembling at 10:30 from Setown Loudoun Street to the County Court House for taps and a volley at 11. The observance includes services at the Market Street Methodist Church, a 12:30 luncheon, a 2:30 football game featuring the Brown Bombers, and a 9:00 joint Legion-VFW dance at the armory.
At the American Legion convention in San Francisco J Edgar Hoover declared the Communist Party pursuing diabolical plots to wreck the American way of life. Legion Commander John Steele awarded Hoover the Legion Distinguished Service Medal.
J Edgar Hoover warned American Legion members in San Francisco that FBI needs Legion support to defend the nation. He stressed postwar threats and urged stronger cooperation with World War II veterans to bolster national security against organized crime and other dangers.

The Winchester Common Council approved third reading of an ordinance creating a city auditor office and appointed John W. Jones to the post at 3500 dollars annually. Jones, state auditor staff since 1939, a VPI graduate, will start. council also approved 1000 dollars for salary and operating costs until January 1 and set a special meeting to finalize a 650000 dollar water and sewer bond issue.
W Erle Edwards was elected president of the Winchester Frederick County War Memorial Association at the annual meeting last night in the George. The new executive committee includes Earl Bunting C F Schenck and F Grove White with Bunting new to the board. Treasurer reports show 75063 83 raised from about 2300 contributors with 51800 invested in series F bonds. Due to conditions no building for four years and no general drive for a year though funds may be solicited by letter. A committee will seek to acquire City Parking Lot and County Hitching Yard as sites and set up maintenance and administration plans. Fifty directors elected include Mrs L M Allen Dr C R P Arthur J Victor Arthur W Westie Baker Wendell Barney Benjamin Belchie Harry K Benham Mrs Allen Bond Harold G Brown Rev Julian Bullcock Earl Bunting.
Winchester Common Council approved amending the zoning ordinance to convert the John Scully residence at 102 S. Stewart St into four apartments. Civic League and Garden Club opposed any change. Scully said exterior would stay and he would occupy the downstairs unit, with two more on the second floor and one on the third.
Atlantic City on October 2 The United Mine Workers warned of possible wage demands if the government returns soft coal mines to private owners. Delegates at the 39th convention discussed policy to meet the situation, as most operators await the switch from government control. Jane L Lewis was absent due to illness. AFL President William Green attended and framed the push for changes to the Price Control Act.

The final county 4 H Club cooking and style contest was held yesterday at 2 PM in the Northern Virginia Power Company public kitchen. Judges included Janet Cameron of the Virginia Extension Service and Iva Byrd Johnson of VPI. Winners: Frederick County team and single demonstrations, Clarke and Loudoun also represented. Mary T. Triplett won the dress review and Frances Keesling won clothing achievement.
Bryn Mawr College in Pennsylvania reports two men enrolled in its freshmen class for the first time in its history. Gene Galanter of Philadelphia and Thomas Mangravite of Flushing New York, both ex-GIs, were admitted due to overcrowding in U.S. colleges. Previously men studied as graduates or on exchange programs with nearby institutions.
Former Secretary of State Cordell Hull, 75, remains gravely ill and has suffered a stroke. A Navy Department bulletin from Bethesda Naval Hospital says his condition is essentially unchanged and he rests well after the long fight. Hull, Roosevelt's secretary of state for 12 years, seeks to aid world peace by sharing his experiences and offering guidance to the Big Five powers.
Yugoslav Delegate Pijade charged the United States and Great Britain with betraying the Big Four accord on Free States Trieste to allow a British American military base on the Adriatic. He told the Italian Political and Territorial Commission that Anglo-Saxon powers had renounced democratic principles in the proposals.
An Army B 29 bomber crashed near Wendover Utah with no survivors. The aircraft en route from Grand Island Nebraska to Hamilton Field California and the crew size was not disclosed. An 18 year old local girl witnessed the crash and a sheepherder stayed at the scene until officials arrived.
Winchester editor Harry F. Byrd Jr spoke to the Kiwanis Club during National Newspaper Week about a free press as a public responsibility not a publisher’s fight. He recalled Constitutional Convention debates and warned that government or group control endangers individual liberty and free expression.
