Los Angeles AP reports Senator John F. Kennedy pledges next year a Democratic president and Congress will enact a bill to raise teacher salaries. He also calls for an adequate school construction bill as an early 1961 item, outlined at a talk prepared for a victory breakfast.
In London the government launched a public relations push to head off protests against basing U.S. Polaris submarines at Holy Loch Scotland. Officials invited 12 Clyde area towns to a meeting at Greenock to discuss the lease amid labor and trades council objections and fears of regional damage.
A news release to The Star reports a woman won a costume prize for dressing as Indian Princess Hiawatha at a party. The piece also notes a herd of sheep on a Douglas School playground yesterday morning and weather outlooks with a light chance of snow flurries and temperatures in the 30s to 60s.
Washington reports Prime Minister Harold Macmillan surprised U S officials by saying Britain would be consulted before any Polaris missiles fired from submarines serviced at a Scottish base. He spoke as he announced a U S British pact allowing a mobile tender and floating dock in the Clyde estuary. Labor MPs attacked the plan while State Dept officials cautioned that prior consultations apply to station facilities, not submarine launches.
In Richmond, Allan Shivers and Robert F. Kennedy addressed separate Democratic and Nixon Lodge events predicting outcomes in Virginia. Shivers warned of a socialist platform and Youth Conservation Corps while Kennedy defended judicial selection principles and potential Negro judges values.
The FAA revoked airline pilot Chesher's rating on July 15 for hours violations and improper records. His appeal stayed the action pending a Civil Aeronautics Board decision after an Aug hearing. Chesher was killed in the Arctic Pacific Airlines crash near Toledo that killed 22 people.
United Nations vote rejects immediate Assembly airing of Cuba charges against U S invasion plans. The 99 nation body backed sending the Cuban complaint to the political committee by 45 to 29 with 18 abstentions. the follow up vote 53 to 11 with 27 to follow backed the steering committee recommendation. U S Ambassador Wadsworth called the charges monstrous distortions and vowed full reply.
Rear Adm. Allen Smith said Guantanamo Bay defenses could hold for 72 hours until reinforcements arrive. He noted mine fields along the boundary and tighter security as Castro denies aggression while U S officials warn of possible sabotage by Castro agents among Cuban workers on base.
John James Allan, 73, founder of the United Service Organizations, known to servicemen as the U.S.O., died Tuesday in Clearwater Florida. He helped establish the U.S.O. in 1940 while serving as assistant chief of chaplains of the U.S. Army.
Cuban President Osvaldo Dorticos rebutted President Eisenhower over the Guantanamo base, arguing the Cuban people can abrogate the lease without U.S. consent. Eisenhower reaffirmed U.S. rights and vowed steps to defend the base, saying agreements can only be changed by mutual consent.
President Eisenhower endorsed the Nixon Lodge ticket calling them the finest leadership. He joined Nixon at a windy Roosevelt Field rally on Long Island after flying from Idlewild, while Nixon spoke in Brooklyn at a breakfast event.
Representatives of about 30 local clubs and associations heard a proposal to form a federation called a congress. The meeting at the George Washington Hotel discussed a plan to exchange information and coordinate action on civic matters. The next delegate meeting is December 5 to decide participation.
