A CH47 Chinook crashed in a flooded rice field southwest of Saigon killing all 22 Americans aboard. Nine bodies recovered by dusk. cause under investigation. Some say it was shot down by a heat seeking missile.
Halloween activity remained calm in the region with only minor incidents. In Winchester Police Chief Warren Rudolph called it one of the quietest Halloweens, reporting about 20 Halloween related calls and a single toy gun incident. Frederick County deputies noted vandalism of two road signs and a mailbox but no serious trouble, while rain dampened festivities across Clarke County. Dr. Robert P Parker toured Shenandoah Conservatory with students amid a push for more practice rooms.
Frederick County Administrator Roger Alderman announced that county staff agencies will stop giving oral statements on policy to the press. The policy applies to all reporters and aims to reestablish written releases signed by Chairman Raymond C. Sandy. Several board members had not been notified.
President Thieu demanded separate negotiations between Saigon and Hanoi for a cease-fire and a political settlement, ignoring U.S. participation. He urged North Vietnamese talks to sign a peace treaty and cease-fire, while warning against a disguised coalition government. Gen. Minh called for sincere national conciliation and offered to serve.
Police report a 17 year old, Ronnie Combs, was shot to death in Dante after eggs were thrown as a prank. In Prince William County a 2 year old boy was hospitalized with suspected poisoning from a candy bar during Halloween rounds in the Glendale section of Dale City.
President Nixon prepares a late campaign blitz with two nationwide telecasts and multiple rally stops including O’Hare near Chicago and a Rhode Island location. He and wife Pat will vote in San Clemente before a Tuesday night return to the White House for a victory celebration.
Former 7th District Congressman John O. Marsh Jr. was presented with the Distinguished Eagle Scout Award at the Shenandoah Area Council Annual Recognition Dinner held at Robert E. Ayler Junior High School in Stephens City. Awards also went to Richard D. Demorest, Willard Grimes Jr, and Dr. Kenly Bovard with Grover Quillen Jr, B Gale Titchnell, and Homer May named Commissioner of the Year. Dr. Tom Haggai of North Carolina spoke on youth programs and citizenship practices.

An Allegheny County school bus carrying about 12 pupils was struck from behind by a tractor-trailer on Va. 220 near Clifton Forge at about 8:30 a.m. The wet road caused the skid. all pupils were en route to Sharon Elementary and Allegheny High School.
Senator George McGovern told NBC he believes South Vietnamese President Thieu is blocking negotiations with North Vietnam. He canceled a Hibbing campaign stop to rest his voice and planned NYC events before a Chicago telethon. He praised anti Nixon stances and referenced Watergate while noting campaign fatigue.
