The City Council approved a 15 cent increase in the real estate tax rate and a record $2,082,063 budget at a special session. Public hearing set for June 13 at 7 30 p.m. The personal property tax and other fees remain unchanged. Budget covers fiscal year 1961 1962 and is $124 059 higher than last year.
The Winchester Golf Club starts the season strong with Charles Evans making a hole in one on the 125 yard hole and Ralph Saville following with another impressive shot. A rare ball prize offers $150 if dropped in one stroke on any hole. Local residents share minor incidents and curiosities from the week including bee stings near Mt Falls and a 17 inch bass caught at Senseny Park. The SPCA truck always features a dog that travels with agent Ervin Cleveland who also works unloading manure for city gardeners in his spare time.
Police investigate a dawn vandalism spree in the downtown area. A group or individuals sprayed enamel yellow on the cannon at the Police Station, the Confederate monument, the Big Apple at the Elks Club, tombstones at Orndorff Memorial yards, the Camera Corner sidewalk, and a Shenandoah College professor’s car. Bernard Groves of Orndorff Memorials notes insurance but no determination on paint type or removal method. Police report no new leads as of noon. activity believed to have occurred around 5 a.m.
Washington reports the consumer price index was unchanged in April for the second month with steady costs. Used car prices, health insurance, and other items rose while gasoline, women's clothing, mortgages, and new cars fell, keeping the index at 127.5 and maintaining minimal annual growth.
George Lincoln Rockwell, leader of the American Nazi movement, and nine followers spent the night in jail after picket actions in New Orleans. Police said the district attorney would decide on possible charges for disturbing the peace and related offenses. The group protested the film Exodus at a public venue, with Rockwell aged 43 and others identified by officers.

Mildred Irene Williams and Robert Harrison Pomeroy were killed crossing a railroad trestle over Gooney Run near Front Royal when struck by a southbound freight train. Witnesses, including Mr and Mrs Lee Thompson, reported the couple planned to fish and cross the trestle to avoid wading the river. The engineer, F H Holden, sounded the whistle but could not stop in time. The victims, both residents of Front Royal area, left behind families and funeral services were pending arrangements.
In Mississippi's capital city, 27 Freedom Riders including 25 Negroes and two whites were arrested after refusing to leave Jackson bus terminal. They faced breach of peace and disobedience charges and were jailed in lieu of $500 bail. Wyatt T Walker of the SCLC vowed to press on, ignoring a federal cooling-off appeal as protests against segregated bus terminals spread from Montgomery toward New Orleans.
Sen. Harry Byrd questions IRS rulings on tax deductibility of tractors donated for prisoners in Kennedy backed Cuba swap. Kennedy urged private funds to buy tractors for Fidel Castro exchange, stirring Senate debate as leaders defend the private nature of the effort.
The National Safety Council estimated as many as 100 persons could die in traffic over the Memorial Day holiday. Past one day totals show 109 deaths in 1956 and a low of 81 in 1981, with the last similar holiday toll in 1957 at 94.
President Kennedy urged Congress to approve 7 to 9 billion dollars in additional funding over five years to advance space exploration, strengthen the military, and expand foreign aid. He outlined a sweeping reorganization of combat power, a larger Marine Corps, and a robust lunar program supported by new foreign aid and contingency funds.
