The Winchester city council unanimously approves applying for 508000 in federal funds to develop a new water supply covering rights of way and materials. A voter referendum may be needed before commitment, with details on interest rates and rate increases to follow.
The council approves applying for a federal development grant and adopts a proposal for the city to carry its own workmen's compensation insurance. It petitions the State Highway Department to fast track Route 7 to the West Virginia line, and passes ordinances on slaughterhouses and higher milk standards. An amendment to the telephone franchise for free city phones passes on readings, while East Boscawen Street work is referred to committee. Highway plans for Valley Avenue require property owner waivers of damages.
The council unanimously adopted a resolution urged the State Highway Commission to finish Route 7 from Winchester to the West Virginia line linking with West Virginia Route 38. The measure notes seven and a half million federal dollars for designated highways and cites losses to Winchester and northern Virginia from the incomplete 16 mile segment.

President Roosevelt approves the allotment board's recommendations for spending the first billion of the four billion Works Progress Administration program. He aims to have the program in full operation by November 1 and studies additional nonmandatory projects with aides Ickes Hopkin and Walker. Indiana and Alabama plans receive emphasis.
In a joint session the Senate and House hear the President's veto on a bonus, totaling 460 million for naval procurement. House leaders push a rapid post veto action while Ways and Means holds NRA extension hearings and Tydings urges backing for a global disarmament and trade conference. A filibuster by Long blocks the joint session, memorial services honor deceased congressmen, and labor measures advance including Wagner labor disputes bill.
Funeral services were held at Middletown M E Church South for Mrs. Bessie Parker 47 widow of C Lee Parker who died from injuries after being struck by a car in Washington DC. Rev W P Saunders officiated. Interment was in Mount Carmel Cemetery. Hymns Face to Face and He Is So Precious to Me were sung. Pallbearers were Fred Kline H W Owings Trone E R Sperry Walter B Little and W A Everly.

Mrs. Annie Brown 65 widow of Charles M. Brown died in Altoona Pennsylvania after a lengthy illness. A native of the county she lived near Altoona for 11 years and was active in the Brethren Church. She is survived by a daughter in Altoona and a son, plus siblings and the Solenberger family. Funeral services will be in Altoona Friday and in Mount Hebron Cemetery here Saturday.
In a city council meeting Arthur M. Field suggested adopting a bicycle registration ordinance with a nominal fee to curb thefts. Several bicycles were found disassembled in a house where they were repainted and disguised, a method reportedly effective in other cities.

Foreign diplomats expressed skepticism about Hitler’s Reichstag address while Nazis praised its peace gestures. Some noted a quiet push for a large peacetime army through conscription, with concerns that he sought time to advance rearmament goals.
Miss Katherine Leary Bond testified that Paul Spencer Clapp promised marriage many times from 1927 to 1932 in social dining settings. Bond seeks 500000 dollars for alleged breach of promise. Clapp, once Hoover aide, married Rosalind Wainwright Deutsch. Bond said Clapp would marry by a Catholic priest and raise children Catholic.
London May 22 A government announcement said Great Britain would double its military aviation to 1500 planes with speed. The Labor party declared it would vote against the increases. Stanley Baldwin announced plans to increase air forces and seek a supplementary appropriation to cover the cost.
George W. Dodson 83 prominent York businessman died last night at his York home after a period of declining health. He had summered at Capon Springs and left a large circle of Hampshire Frederick and Winchester acquaintances. Survived by wife and eight children, his funeral is set for tomorrow in York.
Funeral services for Frank Hawthorne who died in Baltimore were held there yesterday and his body sent to Marion Virginia for burial today beside his wife. A livestock dealer with a Loudoun County farm he also worked in Baltimore. He was a brother of D. E. Hawthorne of the city. The couple attended the Baltimore service.
In front of County Court House at 12 oclock Saturday May 25 a public auction lists 520 shares Class A common and 527 shares Class B common of Victor Products Corp. Attorneys Dunn and Duvall and B P Harrison John M Steck act as auctioneers with the notice dated May 20 22 24 and 1p 41.
President Roosevelt outlines five grounds for vetoing the Patman bonus bill. He argues full payment is due in 1945, the bill would direct $1.6 billion more than the 1924 act, it would not aid relief or worker conditions, currency issuance would spur further claims and uncontrollable prices, and Congress did not provide taxes to cover the $2.2 billion cost.
Funeral services were held at Stephens City for Claud T. McLeod who died unexpectedly last Saturday night. Ministers from three local churches led the service with scripture readings and hymns. Burial followed in Green Hill Cemetery with several relatives from Strasburg Woodstock and Clarendon in attendance.
Three separate meetings are held today at Braddock Street Methodist Episcopal Church South. The Board of Missions of the Baltimore Conference M E Church South includes seven presiding elders and 14 ministers. The largest gathering is the group workers conference for Daily Vacation Church School Workers including the Winchester conference. Also meeting is the Winchester district ministerial association with 30 members.
Reno judge Moran, after 24 years on the bench, says the surest way to avoid divorce is to overlook the small faults. He notes he sees thousands of divorces yearly but believes once separation starts, couples are effectively divorced before appearing in court.
In a stern warning speech President Roosevelt vetoes the Patman bill. Congress then proceeds with a big majority to override the measure aimed at issuing new currency to liquidate adjusted compensation certificates. Senate action is pending after a thorough review and debate.
Cheyenne reports House vote to override Roose velt veto of Patman bonus bill amid Senate delay and tense discussions. Senators seek timing for votes while Byrnes Nye and Robinson clash over quorum and speed. The House tally reaches 322 to 98, sending the issue to the Senate for final decision.
