Coast Guard inquiry blames crew. captain faces court martial
A Coast Guard board found fault with the freighter Santa Cruz II pilot John Hamill and with Coast Guard staffing and ship equipment in the Cuyahoga collision. Skipper CWO Donald K. Robinson, 47, is court martialed for involuntary manslaughter and negligence after 11 crewmen died. The panel blamed poor manning, inadequate radar, lighting and storage, and said Robinson carried heightened risk due to part time attention aboard the 52 year old cutter. The panel recommended one negligent hazarding charge against Robinson.
