A 10 percent utility consumer tax is proposed in a 2,712,458 budget presented to the City Council. The plan would raise about 71,000 in the coming year and apply to telephone, electric and natural gas services with residential and commercial limits. School funding drives the revenue, and the tax would take effect Sept. 1.
The proposed 2,712,458 dollar budget balances with a 30,000 dollar surplus and 4,178 79 from Reserve for Contingencies, rising 167,892 over the current 2,544,666. The finance committee trimmed 64,042 from requests, with totals up in Water and Sewer Welfare and School funds and down in General and Bus Service funds. A public hearing on the budget and utility tax is set for June 8 at 7 30 p.m. Mayor Battaile praised the plan as excellent. No changes to real estate or personal property tax rates, or motor vehicle licenses. real estate assessed at 50 percent of value.

He also proposed a four year cycle for a government wide pay comparison with private industry.
Nearly 1,000 U.S. Army paratroopers and 1,400 Marines arrived in Viet Nam boosting total U.S. forces to about 46,500. Paratroopers linked with the 173rd Airborne Brigade arrived from Okinawa to defend Bien Hoa near Saigon. Marines landed at Chu Lai and Da Nang, expanding Marine strength to about 14,000 and planning an 8,000 foot jet strip. No contact with Viet Cong reported.
In Santo Domingo Col Caamano Deno met U S representative John Bartlow Martin for the first time since rebels named him provisional president. Caamano vowed he would not take a step backward and denounced the rival junta as an ineffective force while accusing President Johnson of massing 20 000 troops. He said he would not meet Brig General Antonio Imbert Barreras until officers at the San Isidro base are purged.
Secretary of State Dean Rusk briefed NATO foreign ministers in London on U.S. Viet Nam and Dominican Republic policies and urged alliance backing. He warned of Viet Cong build up ahead of monsoon season while coping with the Dominican crisis, then flew in from Washington to resume sessions.
AP reports from Santiago detail a city under curfew after unrest sparked by the Dominican Republic crisis. Crowds surged toward military HQ seeking weapons, triggering a near bloodbath before army officers steadied the situation. Troops moved in, four youths killed, Radio Norte shut down, and a curfew imposed.

A 1964 Cadillac burned on a Norfolk street belonged to Danny Lee Holliday whose bullet pierced body was found in Nansemond County. Investigators said the fire was incendiary and parts of the car are being analyzed to learn more about the blaze. Holliday, 34, was shot seven times and had head wounds. a shooting was reported nearby around 10 p.m. Sunday.
