President Nixon announced steeps aimed at North Vietnamese harbors and warned the Soviet Union to halt arms supplies within three days or risk destruction of Soviet ships. The tough measures threaten the Moscow summit and inflame domestic debate over the Indochina war.
Israeli army paratroops stormed a Belgian airliner at Tel Aviv and killed three hijackers while capturing a fourth. Ninety seven passengers and crew were freed unharmed after the hijackers demanded the release of Arab prisoners. The operation ended with all noncombatants safe and the aircraft secured.
The United States led a large task force to mine North Vietnamese ports including Haiphong and to bomb railroads and highways across North Vietnam. One MIG was shot down, and Adm Rembrandt Robinson was killed when his helicopter crashed. The blockade aims to cut off war material by sea and land enabled by air strikes. Border fighting in the central highlands near Kontum intensified with Ranger camps overrun and casualties reported.
Tass in Moscow brands Nixon actions against North Vietnam naked aggression and violations of international law as U.S. plans to mine port entrances and strike internal waters. Hanoi Viet Cong denounce an ultimatum while seeking serious negotiations. No immediate reaction from China or North Korea.

The Frederick County Board of Supervisors schedules three public hearings for tomorrow evening starting at 7 30 pm in the Courthouse with Vice Chairman J Robert Russell presiding in the absence of Chairman Raymond C Sandy. A 7 30 pm hearing will consider adopting the National Building Code 1967 edition as Frederick County Building Code and creating a Building Inspector office. A 8 30 pm hearing will address ordinances regulating the construction and expansion of county water and sewer systems.
Police report two Winchester jewelry shops were robbed after rocks shattered plate glass windows on Loudoun and Boscawen streets. Johnston's Jewelry stored about 500 dollars in stolen goods. Wall and Funkhouser suffered smashed displays and items left on the sidewalk.
