The Shenandoah Apple Blossom Festival opens tomorrow as Senorita Lillian Somoza arrives from Gunston Hall to be crowned Queen Shenandoah XVII. A Winchester party travels to meet her this afternoon, while organizers forecast a large, citywide parade.
Weather Bureau reports cloudy cooler conditions with showers in northern Virginia this afternoon. Tomorrow outlook calls for partly cloudy skies with chances of showers in the afternoon. Festival Headquarters notes weather likely favorable tomorrow afternoon.
Dr. Henry F. Grady announces a 3 o'clock ceremony with Harris as escort for Her Majesty. William Harris, a Winchester businessman, attends with Mrs. George Smith and Mrs. Fred Glaize Jr. Gunston Hall hosts the event. In Rome on May 1 United States Ambassador William Phillips was assured by Premier Mussolini that Italy plans no war move at present. The British action blocking through merchant ships in the Mediterranean was discussed with Foreign Minister Count Ciano. Political circles view Phillips' meeting as timely to clarify Italian policy amid the strained Mediterranean situation.

The Associated Press reports tornadic winds across southern Illinois southeast Missouri and Arkansas and a cloudburst in east Texas killed at least 12 with many injured and millions in damage. Six deaths near Benton Arkansas nine more statewide with two more fatalities in Kentucky and casualties in Illinois Missouri and Texas. A child drowned in Franks ton Texas flood and a roof collapse killed Ruby Hawks in Grand River Kentucky.
Chief C. W. Hollis said reinforcements of veteran detectives from major Eastern cities arrive today and will be assigned to Festival duties. Tomorrow morning 100 additional officers will go on duty to handle traffic.
In Harvard Square a spring riot led to seven arrests for disturbing the peace after MIT students lured comedian Eddie Rochester Anderson to MIT instead of Harvard. About 200 students gathered as police broke up the disturbance lasting roughly an hour.
Congress approved a measure empowering President Roosevelt to regulate transactions in foreign held American investments during emergencies. The Senate approved bill was reported by Rep. Williams and Acting Speaker Rayburn, and it proceeds to the President for signature. The White House indicated Republicans in both chambers would vote against Roosevelt's last two government reorganization plans.
A group of Frederick County youths pleaded guilty to eight counts of arson and breaking and entering. Henrietta Henrietta Arren Campbell Downing Drummond and Lake admitted to various charges related to fires and burglaries in Stephens City and the Lemley properties. Trial Judge urged grand jury action. Authorities allege Henrietta started a fire destroying a feed storage garage.
Chesapeake and Potomac Telephone Company of Virginia directors authorized a $200,000 toll cable section from Winchester to Purcellville at the Richmond meeting. The project aims to complete storm proof plant between Winchester and Washington and supports long distance growth in the area. Overall Virginia telephone construction and equipment expenditure nears $750,000 with $4,624,000 authorized so far this year.
