London May 1 German chancellor Dr Von Bethmann Hollweg will renew peace overtures in a Reichstag speech Thursday claims a Hague dispatch via Tageblatt Berlin. The move has been anticipated as Germany again seeks a peace offer to the Allies since the Reichstag session opened April 24.
War Department takes control of all telegraph and telephone lines and the Navy assumes charge of cables under a presidential executive order. Censorship begins nationwide, with only messages that pass the censor to be transmitted. The Public Information Committee explains aims to deny enemy information and safeguard military operations.
Winchester telegraph and telephone offices report no official instructions yet received from the government on control of lines of communication. Officials expect to receive copies of committee on information instructions from Washington along with the committee statement as outlined in the dispatch.
Seed corn rape cow peas Maine seed potatoes clover and all seeds offered by H. H. Baker at 46 East Piccadilly Street. Local notice lists available seed varieties and contact point for customers.
Prices paid today in Baltimore wholesale markets show spot wheat at 42.83 1 2 and corn at 1.64 3 4. Local dealers offered 2.53 for wheat after the close. Miss Virginia Schmidt of Woodstock visits Miss Mary Gray on North Kent Street and leaves this morning for Washington.
May Day demonstrations spread across European capitals as socialists threaten general strikes. Germany tightens censorship and border controls while workers resist orders to return to steel industries. In Erie Pennsylvania a May Day riot injures several and leads to eight arrests as Russian unionists clash with others over wages.
County buildings superintendent Mr Cl Hawkins planted four large maples on the court house lawn. The trees, about eight years old, enhance the lawn's appearance.
The Rockingham county meeting in Harrisonburg organized the Rockingham division of the Virginia Agricultural Council of Safety to aid the nation in the war against Germany. S. L. Hoover, formerly of Winchester, was elected president with other officers and many members enrolled. The council will seek active help from local organizations. Miss Selina Crone returned to Baltimore after visiting relatives.
The second day of the membership campaign ends at noon with 83 members total and 29 added by teamworkers in the morning. Captains met at the Council Chamber at 9 30 and regrouped at Hotel Evans at 12 15 for lunch and a chamber work address. Luncheons cost five cents and aim to inform attendees how other cities handle community issues, encouraging participation in votes. Continued on page six.
The regular monthly Common Council session convenes at City Hall at eight oclock with expected important business. Councilman John H Snyder, long serving in the first ward, recently moved to the second ward and may resign. he has fifteen years on the council, a longer tenure than any current member.
The Turkish interior minister wired local authorities that the rupture with the United States is not a war measure and American citizens and institutions should be treated as before. The State Department confirmed by a Constantinople cable dated April 23 noting Ambassador Elkus ill with typhus fever.
Judge Thomas W. Harrison of Winchester commends President Wilson and military leaders in a House speech on expanding the armed forces. He defends the majority report and praises Dent and allied colleagues while urging support for the administration’s war strategy amid European conflict.
Frostburg Maryland intelligence reports the death of Dr Benjamin M Cromwell 82 at his Eckhart home after five weeks illness. A New Orleans native and Confederate Army surgeon who settled in Eckhart in 1882 he married Louise Carter Burwell in 1866. He is survived by five daughters, a sister and nine grandchildren. Funeral from St Johns Frostburg at 10 tomorrow with burial in Allegany Cemetery.
The Interstate Commerce Commission announced that all American railroads must limit dividend rates for the war period. A hearing opened May 7 will require roads to show the war burdens, labor costs, and net gains from proposed rate increases, plus plans for using the funds.
Mr and Mrs Grover H Schlack were honored at a reception hosted by Mrs Schlacks parents Mr and Mrs John Thwaite near Albin. The couple recently married in Washington and returned home. About 130 guests attended as Miss Jackson of Washington provided music and refreshments were served around ten o clock.
Miss Julia Grant of South Kent Street is recovering from an appendicitis operation at Memorial Hospital. She is described as well on the road to recovery and expected to leave the hospital and return home in about a week.
In Philadelphia on May 1 the price of soft coal is set to rise about 5 a ton after a 33 percent wage increase for 65 000 central Pennsylvania miners. A 12 day deadlock ended with a new pact, effective April 1 1918, granting the largest soft coal wage hike in the region. Union dues collection will be at operators’ expense. car pushing is waived. Ratification sits with a DuBois convention Friday.
Paris May 1 The Champagne and Aisne sectors remain the main western front zone as French troops advance again. They pushed lines forward nearly a mile along the five mile front while German counter attacks lasted through the night. The French assault had battered German trenches before the infantry move.
Washington May date shows Senate leaders hard at work to disentangle the army conscription bill from parliamentary technicalities after amended versions cleared both chambers. A joint conference committee is expected to settle differences within hours and submit to President Wilson, despite possible delays from La Follette and a looming debate on the Roosevelt amendments.
The Protestant Episcopal Church in Virginia held confirmation services presided over by Rt. Rev. William Cabell Brown. Fourteen candidates were presented by Rector Rev. Dr. W. D. Smith. The bishop preached the sermon as the First Troop of Boy Scouts attended in a large congregation.
