Former President Herbert Hoover returned from a European tour with seven or eight honorary degrees and numerous medals. He concluded Europe has shifted toward totalitarianism, is arming heavily, facing debt and trade barriers, yet he sees no imminent general war in three to four years.
MA Winchester notes the Handley Band marching without instruments but with drumbeats as they rehearse for the Apple Blossom Festival parade. Despite graduation losses, Prof McIlwee refills the ranks and the band, like Handley track squads, keeps its winning habit.
The Baptist Woman’s Missionary Union of Virginia reports active membership near 70,000, up 10,000 from last year, in a record-financial year led by treasurer Frank T. Crump. Vienna reports Kurt Schuschnigg the last chancellor of Austria faces possible charges for ordering a plebiscite without cabinet approval. Spokesmen say no death penalty expected. trial would hinge on alleged constitutional violation and could involve up to two years in prison.
Democratic members of a special House committee plan to lump four government reorganization bills into one merged measure and seek House passage to replace the Senate bill. The full committee meets tomorrow to consolidate the four and push the package forward with no open hearings. Opponents push for public hearings as anti administration Democrats join Republicans seeking to block the plan.
Five persons died and at least 24 were injured as tornadoes hit Arkansas and Louisiana overnight. Three deaths occurred near Turtle Lake, west of Ferriday, and two children perished northeast of Texarkana with eleven more hurt. About 30 homes were damaged in Gordon, Arkansas, and telephone service was disrupted as officials pegged damages over $80,000. The storm was accompanied by rain and lightning.
Construction of floats is being rushed for the grand parade as the Frederick Bi centennial theme draws interest. Local groups Red Cross Salvation Army Little Theatre Girl's Athletic Association and manufacturers plan historical division units. The House passed and sent to the Senate a $448,116,284 army appropriation bill for 1939 needs. The measure, largely unchanged from committee form, includes an increase of about $32,750,000 over prior military appropriations.
The equine stork delivered a bay filly full sister to War Admiral. Foaled at the Faraway Farm of Samuel D. Riddle in Lexington on March 29. Riddle, Philadelphia sportsman, owns a Man O War and War Admiral stock.
In Gettysburg during June 29 to July 6 a national observance marks the battle's anniversary. About 3,000 Blue and Gray veterans are expected to attend from invitations sent to 8,000 survivors, with President Roosevelt invited to light the eternal flame at the Peace Memorial bronze urn on July 4.

Chairman Harrison of Mississippi said the Senate finance committee will consider a plan to encourage the simplification of utility holding companies. The plan, to be examined at a committee hearing tomorrow, aims to speed liquidation of unnecessary utility holdings while ensuring fairness to the government.
City manager A. M. Field said the storm sewer project in south Winchester will finish in time for the Apple Blossom Festival. Workers pushed the west side Valley avenue trench near Handley campus and will route south along the hedge to complete the box culvert across Valley avenue. The line ends at Jefferson street with traffic no longer disrupted. Asphalt work on Cameron Street aims to fix drainage feeding the storm sewer from Jefferson to Town Run, with similar work planned on Valley Avenue by Handley School grounds. Limestone removed from excavation has been stockpiled.
The will of the late John W Nail was recorded in Clarke M. Smith’s office today. Executors Maybel V Aiken and John I Sloat posted a $20000 bond. The estate includes real and personal property, carvings and paintings, with historic items from Fort Loudoun wood. Nail carved Winchester keys from Fort Loudoun for festival queens and state events.
