Officials To Sign Local Bill After Richmond Session
The General Assembly approved a bill to establish a Winchester Parking Authority and it is to be signed in Richmond by House Speaker E Blackburn Moore and Lt Gov Mills E Goodwin with Gov Albertis Harrison Jr expected to sign within 10 days. The measure passed both chambers and was sponsored by State Senator Harry F Byrd Jr. If signed it authorizes a city parking authority to manage funds and build lots, with City Council action needed before formation. The 60 day session ends with signatures and possible vetoes by the governor within 10 days.

Three Killed When Truck Collides With Bus
