A general strike by European workers in Algiers disrupted almost all city life. Railroad service and plane traffic halted as demonstrators protested Algerian independence, bringing urban operations to a standstill. Local officials urged calm while services suspended pending resolution.
The Soviet Union claims a comprehensive civil defense plan including mass gas masks and protective clothing distribution. The 406 page translation of Medical and Civil Defense in Total War, issued by the U S Commerce Department, outlines steps for citizens to shelter and stock protective gear, amid heavy propaganda and references to expanding shelter networks.
President Arturo Frondizi faces a fractured political spectrum as he efforts to form a national unity cabinet amid mounting Peronist opposition and a planned general strike by 62 pro Peron labor unions. The military and anti-Peron politicians resist a coalition while Catholic leaders seek mediation.
Officials from Winchester Virginia will pay the first of three installments totaling 1000 dollars today to aid storm-struck Chincoteague. The third annual TACs and Recreation Department Sports Banquet in Salisbury features 700 guests and zero speaker list changes. A Navy P2V Neptune patrol bomber with 10 aboard disappeared in overcast weather about 23 miles southwest of Mount St. Helens while en route from Whidbey Island to Alameda California. Adolf Eichmann's attorney Dr. Robert Servatius asked the Israeli Supreme Court to overturn the death sentence on grounds of illegal capture and trial under an invalid law. He sought permission to introduce new evidence and to summon witnesses, including Hans Globke, to testify on Nazi racial laws. Eichmann, convicted of leading the Jewish genocide, defended by claiming he merely followed orders. The court was crowded as the case moved toward new evidence and witnesses.
At the Geneva disarmament meeting small nations protested the deadlock as the United States and the Soviet Union failed to agree on a basis for negotiating a nuclear test ban. After a two hour forty minute session the delegates reported no progress while calls for action grew from allies and other nations.
President Kennedy's aides held unadvertised sessions with congressional staff and lawmakers to push his legislative program. Critics, including Sen. Byrd and Sen. Keating, say the off the record briefings amount to a hard sell aimed at influencing lawmakers. Kennedy remains optimistic Congress will approve much of the program amid House and Senate cooperation claims. A second item notes a Buchanan County coal miner, Edward Bailey of Hurley, was killed in a Knox Coal Co mine fall.

London AP reports Britain reduced the official bank rate by half a percentage point to 5 percent. A Bank of England spokesman called the move a reflection of sterling's strength. This is the fourth cut since July when the rate was raised to 7 percent, with the last change on March 8.
Atty Gen Robert F Kennedy’s 28 day world tour cost about $15,000 and the State Department will pay. Spokesman Lincoln White said the bill covers Kennedy his wife an aide from Justice and a State Department mother who joined late. The tour proceeded on official business at the request of Secretary Dean Rusk.
