The state senate approved a two-cent gas tax increase with a three-cent contribution planned to take effect on July first. The measure funds road maintenance and transportation projects, drawing reaction from lawmakers and consumers alike.
The Virginia Senate passed the Ozlin substitute gasoline tax measure to fund the state highway system with a two cent per gallon levy until 1923 and three cents thereafter. One third of three cent funds would aid county roads, the rest state highways. An emergency loan provision and Robertson act amendments shaped the final vote, with repeal efforts failing by small margins.
In Richmond on March 21 the Senate opened debate on the Byrd Ozlin 3-cent gasoline tax bill amid cross party praise. Speakers including Layman Parsons Godrick and Beverley argued for or against bonds versus direct taxation while amendments sought to cut refunds and exempt municipalities counties and districts. The chamber planned votes on related road measures and referendum bills set for tomorrow.

About 60 members of the Kiwanis Club of this city left shortly after 7 AM for Washington DC where they will join the Washington Kiwanis for lunch and a city tour before returning this evening.

Mrs Clarence W Watson wife of former United States Senator Watson died at home in Fairmont West Virginia. The Watsons had just arrived from Southampton New York where she had been ill for several months.
A Ford traveling south of Winchester collided with an oncoming car on Valley pike. Russell Carpenter and Frances Beatty, both about 18, suffered severe facial wounds from a wooden fragment piercing the windshield. Elsie Wingert escaped with minor injuries and shock. Miss Beatty required twenty stitches. Carpenter sixty. The third passenger, Buddy Perry, escaped serious harm.
A public sale will be held at the Sale Pavilion at the Fair Grounds in Winchester Virginia on Wednesday March 28 1923. The event features 320 registered Shorthorn and Polled Shorthorn cattle and 20 registered Big Type Poland China bred gilts and boars. Also at the same time and place Mr C H Nicodemus will sell 10 registered Percheon mares 2 geldings and 1 stallion.
The hotel clock in Hotel Evans lobby halted as the property shut after 26 years of operation. Fr L Buckley said the clock was wound only as a habit and refused to tick again. Clock-makers tried and failed to restart the timepiece.
Capt Richard Da Costa of London and his brother Gerald Da Costa of New York visited Ashby Sprint, a Virginia fruit grower and broker. He seeks first hand apple crop outlook for Winchester district next fall and notes the season appears two weeks behind normal, hopeful buds avoid late frosts with continued mild weather. Captain Da Costa, a World War I veteran, now markets Australian fruit to ports including Southampton.
Rev Dr Zed H Copp of Philadelphia sells the Oakland farm on the state road northeast of Capon Road to his brother Rev George A Copp for 10000 cash. He planned Strasburg as home and Oakland as model farm but remained tied by family and civic ties. Copp, born nearby, studied sociology criminology and penology while keeping theology as guiding aim.
City to require written permit for any construction in Winchester. Applications filed with the Clerk of the Common Council at City Hall. Violations carry fines from five to five hundred dollars issued by the Police Justice. Also includes a fodder bundle sale notice from J. C. Hiser near Nineveh.

American Water Works completes the Cumberland Edison Power Company acquisition, gaining control of all utilities west of Mt. Airy and expanding holdings from Pittsburgh eastward. The deal follows prior purchases including the Potomac Public Service Company and Monongahela Power and Railway, consolidating key utilities across Maryland West Virginia and Virginia with routes serving Cumberland Hagerstown Frederick Winchester and Waynesboro and Chambersburg.

Miss Myrtle Hudgins, student at Fort Loudoun Seminary, received word this morning that her father Charles H. Hudgins died in Baltimore Md at 7 30 oclock. He was a retired traveling salesman and had been ill for some time. His eldest son William D. Hudgins died at Camp Meade during the war. He leaves five children: Mrs Frank Trimble Martinsburg W Va Ercell Charles H Hudgins Jr Mrs H D Prince Fredricksburg Va and Miss Myrtle Hudgins Fort Loudoun.
Winchester hunters propose an amateur field trial and beach show club to boost high class pointers and setters. Plans include a September beach show at the Agricultural Fair and a fall fish trial in Winchester or Charles Town with winners advancing to other events.
An 18 year old patient Marie Pendiston escaped Winchester Memorial Hospital last night by leaping from a ward window. Police Assistants Hollis and Worsley located her after she secreted herself in the bathroom of the Jol life home on South Stewart Street. She was arrested when the door was forced open and returned to the hospital. Relatives were alerted and took her back to their county residence.
