Italian war office spokesman told deputies that Britain will keep its present class under arms and assured full Soviet support to France. An appeal to the League of Nations was made to back peaceful settlement and curb hostilities.
Sir John Simon told the House of Commons that a successful personal conference with Hitler could lead to a conference of major European powers to establish a new security system. Roosevelt and advisers reviewed the British view on Germany’s rearmament, with no official reaction yet. In Rome, Baistrocchi declared Italy would maintain military conscription and prepare for a “war of movement” before Mussolini’s chamber.

A Morgan County Kiwanis Club petition to the Virginia Highway Commission urges finishing Route 7 from Winchester to the West Virginia line. The letter cites a gentlemen’s agreement with Virginia and WV officials to build hard surface roads as soon as one side completes its section. Baltimore March 21 Complaints that L Grief and Brothers Inc violated section 1 A of the National Industrial Recovery Act at Staunton Va plants were referred to the National Labor Relations Board in Washington with recommendations that the blue eagle be removed or other action taken The Regional Labor Board said the company declined to refute statements and allowed non union picketing while taking part in employees organization affairs Local NRA officials were restrained last year by a judge from removing the eagle but the order was later stricken out by agreement

MARKED TREE Ark March 21 A negro organizer for the Southern Tenant Farmers Union is reported missing after a mob fired at his home. A. B. Brookins about 60 or 65 fled through a back door and is believed in hiding in another negro home. Brookins has been active in organizing Sharecroppers locals.
Vatican reports Pope Pius is drafting an allocution on the world situation after Germany's arms decision, to be read to cardinals April 1, and an encyclical for the Holy Year urging peace and disarmament. The pope has delayed public comment for a timely pronouncement.
Seven men including two former PWA engineers were indicted for conspiracy to defraud in a $4,853,000 Texas irrigation project. The District of Columbia grand jury charged the conspirators with forcing redwood lumber pipe and seeking a $400,000 profit.
