A Senate bill could raise rent limits by up to 10 percent if two five percent steps are allowed. If current rents rose 10 percent already the October five percent hike applies, but not the April 1950 raise. The committee rejected a six month later third five percent increase. It approved allowing states or areas to lift controls when a law authorizes it.
