Miners Begin Shift Toward Talks in France
Paris AP reports France's 167000 striking coal miners show a cool response to a conciliatory move by President Charles de Gaulle's government. The Cabinet plans studies on the mine and fuel problem, suggesting no radio-television appeal. A Socialist Union spokesman notes earlier demands might have been approved. The president will only intervene when the state is in danger, not over this strike.
