Virginia moves a film censorship bill toward law after Senate approval 26 to 13 and House acceptance. A three member censor board will license films, review posters, and set obscenity standards with $2,400 salaries. Amendments limit censors and require a $10,000 bond from members.
An AP dispatch from Johannesburg reports that the current revolutionary movement is driven by extremists using mine strikes to spread syndicalist ideas. Premier Smyatts says the military position is under control and peace should be restored soon with loyal citizen support.
The British B estimates for the coming year show total pounds sterling of 93,714,000 for the army and 64,883,700 for the naval establishment. The announcement came in Commons today as details were released by the government.

Justice A. J. Tavenner reserved his decision this afternoon after a private preliminary hearing on Boyd Butler a 17 year old boy charged with a statutory offense against Frances Braithwaite 16. The hearing in the county court room involved mainly relatives of the parties. Prosecuting Attorney J. R. Cather led the state and attorney Robert T. Barton represented the defendant. The offense is a felonious act punishable by a long term of imprisonment.
In Richmond on March 11 the Senate discussed investigating the profits of the Virginia Pilot Association at Norfolk. Senator Byrd voted in favor of the probe. The rest of the page promotes a concert appearance by Jesus San Roma with the White Concert Party in Winchester at City Hall.

The promoter James V. Martin says a floating palace beyond the three mile limit is moving forward despite prohibition chief Roy A. Haynes's warning. He forecasts a second and possibly third vessel if the first succeeds, and claims no international law forbids such a resort. The vessel would rival the Leviathan in size, be built in Europe, and cost about 10 million dollars.
A major fight over a $12,000,000 road bond failed in the Senate after a pledge breach, with the referendum amendment defeated 30 to 10. The House then backed the bond with a referendum to voters in fall, but a conference committee led to a final defeat 54 to 37. Valley opposition remained nearly unanimous, led by Delegate George B. Keezell, with Senator Leedy the sole Valley vote in favor.
