Acting Attorney General Richard G. Kleindienst returns to a Senate Judiciary hearing amid questions over why the Justice Department dropped an antitrust suit against International Telephone and Telegraph. In Virginia, a clash of committee schedules postponed final General Assembly approval of a new congressional reapportionment plan.
