They say rates will settle between 6 and 7 percent and that the 8 percent cap applies to combined interest and discount points. Joseph W. Martin Jr. former speaker and longtime Republican leader died at 83 in Fort Lauderdale after a 42 year career in Congress. Born in North Attleboro Massachusetts he began in state politics in 1912 and served in Congress from 1924, including a term as speaker. He was noted as a possible 1948 presidential nominee but declined.
