Federal court arraignment ordered for Mrs Oliver Harriman and five associates in Santa Fe on conspiracy to violate lottery laws. The group allegedly planned a charity lottery in New Mexico in 1938 as part of their scheme.
The Fine Arts Commission in Richmond had not approved Winchester armory plans by 3 PM. If funds from the State Military Board become available, about 5 000 to 6 000 more may be needed beyond 45 000 already raised, pushing total costs above 50 000.
The house formerly owned by Mrs Mack Noonan at 120 North Braddock Street is being razed after its purchase by Chesapeake and Potomac Telephone Company. The firm planned potential growth in Winchester but no definite expansion plans have been made yet.
The Presbyterian Church in Winchester plans to restore the East Picca Street stone church built in 1790, now used as an armory. The move preserves a city landmark and links present with the past while paving the way for a new armory.

About 360 members attended the congregational dinner at the First Church to hear Clifford Grim announce plans to restore the old stone church on Piccadilly Street. The project includes removing interior partitions and ceilings while preserving the exterior walls. An every member canvass chaired by Dr. G. G. Snarr begins next Sunday.
Grace Lutheran Church has hosted the service for years. the Ministerial Association will lead a Good Friday meditation at United Brethren Church on North Braddock Street March 22 from noon to 3 p.m. The theme is Meditations on the Seven Words From the Cross with local pastors taking parts and all business people invited.
Kiwanis Club members were entertained with The Scout Trail to Citizenship shown by Dan Henry Shenandoah Area Scout executive with Phil Hunter operating the projector. The reel was described as excellent and comprehensive Roy Cather won the attendance prize donated by Tom Baldridge. Next week the regular meeting moves to Wednesday at the usual hour.

Harry Stewart received a concurrent 35 year term for the shotgun slaying of his mother in law Mrs Annie Racey Miller, following a guilty plea before Judge Philip Williams in Frederick Circuit Court. The killings occurred November 4 near Winchester, with his uncle Robert Stewart wounded.
Major General Henry H. Arnold testified before a secret House committee that the European war has forced essential design changes in new American army planes. Armor for bombers and automatic-seal fuel tanks were approved after a week of expert talks. Arnold said costs rose about ten percent since the air corps expansion and that despite engine delays, the target of 5,500 planes by 1, 1941 remains on track.
