Richmond Del. Thomas Michie leads a push for an annexation package with equal state funding for cities and counties in law enforcement mental health and welfare. The subcommittee continues related immunity bills while lawmakers seek money and political support from the Senate Finance Committee.

Virginia Assembly Highlights Show Mixed Progress on Key Bills
In Richmond the Virginia General Assembly saw mixed action on major issues. A House committee deferred the annexation funding measure to 1979, weakening prospects for urban and suburban counties. Parimutuel betting gained narrow Senate subcommittee approval, while a House bill to restore abortions funding for the poor advanced narrowly in the Senate Finance Committee. A Department of Public Utilities proposal faced House criticism and was sent to a subcommittee. A stand‑while ordering drinks bill drew Senate opposition and a potential emergency clause vote was postponed.
