A gathering at the George Washington Hotel honored Nelson Richards. The director-general was presented with greetings from New York as committee postings were announced for the event.
Royal message from Queen Shenandoah the Sixth inviting subjects to a mass meeting to plan celebrations for the coronation of her successor Queen Shenandoah the Seventh. Signed by Mrs. Charles B. Coleman Jr, dated Mary Jo Matthews.
Citizens of Winchester and railroad friends gathered at the George Washington Hotel to reaffirm support for the 1930 Shendoah Apple Blossom Festival. The Baltimore and Ohio and Pennsylvania railroads each presented $500 checks, pledging continued festival involvement and broad local backing aided by Virginia State Chamber of Commerce efforts led by Robert F. Nelson Jr. The meeting noted strong local interest and sustained cooperation with the state chamber to promote nationwide coverage and publicity.
General Rafael Estrella Arena, leader of the rebel movement, will assume full control of the Dominican government as President Horacio Basquez leaves Santo Domingo for Puerto Rico due to ill health. Basquez plans to resign to the National Assembly. An American, Walter Jr. of Winchester, Virginia, connected with Illinois Central Railroad, is in the capital to study a railroad route and may represent related interests.
Bryarly and Brother organized a district meeting for Home Life Insurance Company general agents covering District of Columbia Virginia Maryland and West Virginia at the Carlton Hotel. About 30 representatives attended with H W Manning and Leigh Cruess also present. The meeting highlighted policies for the year and the seventieth anniversary celebration in Quebec. A Shenandoah Apple Blossom Festival ad and Winchester Chamber radio programs were promoted in Washington Herald.
Washington March 1 The condition of former Chief Justice William Howard Taft was reported slightly improved by his doctors at 11 40 a m The bulletin noted a moderate rise in blood pressure though overall outlook remains cautious and any gain is considered temporary as recovery is unlikely.
The carnation rose was discovered at the chateau of the abbey of St Nicolas-aux-bois in 1912 and received the National Horticulture Society of France certificate of merit in 1922.
The Winchester Rotary Club observed the silver anniversary of Rotary International with a Thursday gathering. Past presidents attended except F. E. Clerk, and J Arthur presided as H. B. McCormac reviewed the club’s October 1921 founding details. Plans note a larger turnout for the Richmond district conference in May.
Dr James Howard Snook former Ohio State University professor was executed in the electric chair for the murder of Miss Theora Hix. He faced the sentence with iron nerve, three 2000 volt contacts delivering 6000 volts total as two ministers offered benediction.
BRYSON CITY N C February 28 Mr and Mrs Hastings Messer have four new children in one day. They previously had no children, making this event unusual. The newborn boys are named Matthew Mark Luke and John.
The Society for the Prevention of Cruelty to Animals seeks the owner of a large yellow dog with white front legs. The friendly pet has a collar and rides in an automobile. Currently at a Harris Addition home. if unclaimed, the society will welcome a new home. Call the number provided.
Washington dispatch says the week will bring generally fair conditions with showers Friday. Cold start Monday and Monday night, then warmer by Thursday or Friday with above normal temperatures most of the week, though a cooler trend toward the end.
The City Electoral Board announced the appointment of J. F. Affleck as registrar of voters in the second precinct of the first ward. His office is on South Braddock Street near Boscawen Street. Affleck, who held the post for years, was recently reappointed after a resignation.
The Winchester Park Association will meet in the Council Chamber of City Hall on Monday at 8 o'clock. Members are urged to attend as important business for the coming season will be discussed and committees will be appointed.
In Los Angeles on February 28 a steam shovel at an excavation drew crowds as it toiled. Police investigated and arrested four men after discovering a 1,000-gallon still attached to the boiler amid the dig site.
Paul D. Frye aged 24 of Winchester was held by police after being found with 15 year old Montresa Lee Baker of Mount Jackson who had been missing since February 17. The girl’s father planned to take her home today and Frye claimed to be a wood cutter.
The Frederick County Circuit Court heard the case of Mrs. Susan Baker’s will contest on grounds of mental incompetency. Witnesses testified she was not of sound mind when the will was made. Dr. Charles R. Anderson helped draft it at her request. The document largely disinherited seven children and favored one daughter, with probate previously refused.
William A Norton of Winchester heads to Baltimore for three Methodist meetings starting tomorrow. He will speak at Grace Methodist at 11 a.m Morning Star Hall at 3 p.m and Apollo Methodist Episcopal at 8 p.m. Norton is a Baltimore native longtime evangelist now based in Winchester.
The regular monthly meeting of the South End Hose Company will be held on Monday night March 3 at 8 o'clock. Every member requested to be present. Business of importance.
Mrs. Nannie E. Miller wins absolute divorce from Kerby L. Miller in Frederick County Circuit Court. The decree bars remarriage for the husband forever and assigns custody of their 16 year old daughter to the mother with $20 monthly support. Mrs Miller may resume her maiden name Nannie E. Clark. costs and attorney fees ordered.
Sadie H. Hibbard of Berryville Virginia dies at 37 at her Jefferson County West Virginia home after a pneumonia illness. She leaves husband Holmes R. Hibbard five sons and a large extended family including mother Ella F E Bell and five brothers and five sisters. Funeral at Grace Episcopal Church Berryville with interment at Green Hill Cemetery.
A four month old wire haired fox terrier is missing Monday afternoon from the residence of Mrs. W. A. Baker. The note provides no further details.
Plymouths receive a car load from Shenandoah Motor Co as a shipment arrived on report dated 2-28. The transfer suggests inventory movement and dealership stock changes.
The Hoover commission on Haitian affairs began its first session in Port au Prince but no one appeared to testify. Opponents called it a second McCormick commission while the American panel said it seeks the future and a path to end the occupation and rebuild national institutions.
The Frederick County Ministerial Association hosted a banquet in Stephens City with sixty workers and ministers plus their wives. Representatives from multiple local churches discussed rural church work as piano solos opened and prayers closed the meeting.

In Richmond the Senate approved broad salary increases for state department heads and staff after debate on the budget bill. Only the director of Capitol grounds failed to gain more, while many positions rose from 35 dollars to four thousand annually. The House action had cut some figures, but the Senate increased total salaries by about 112 thousand dollars, with 13 thousand tied to pay raises.
