The House Ways and Means Committee backed a new crude oil tax with an annual refund plan for all adults. Each adult would receive about 22 dollars next year, funded by 1.4 billion of tax revenue for home heating aid, with other funds returning to taxpayers through 1978 to 1981.
Winchester City Council narrowly approves the 12.9 million dollar budget after amendments from Finance Committee Chairman Zuckerman. Several line items were adjusted including parks and recreation, public safety salaries, library salaries, water and sewer administrative salaries, and a large cut in general fund capital outlay.
In Vienna, OPEC members approve canceling the July 1 5 percent price rise to maintain unity. Algeria Ecuador Gabon Indonesia Iran Kuwait Nigeria Qatar Venezuela forego the increment, with Saudi Arabia and UAE opposing only part of the plan, and Libya Iraq not included in the foregone group.
National Weather Service forecasters predict higher than normal precipitation through July for the Shenandoah Valley as winds shift from west to southeast delivering more Atlantic moisture. Forecaster Chet Henricksen notes the valley lies in the rain shadow unless southeastern winds prevail, bringing soaking rains to pastures and drought-stricken areas.
The Supreme Court ruled that states may not impose the death penalty for rape, calling it a disproportionate punishment. The 7 2 decision struck down Ehrlich Coker’s death sentence for raping a 16 year old in Waycross Georgia, signaling limits on capital punishment for crimes not causing death. The ruling may influence future cases and affects six inmates on death rows nationwide.
The Supreme Court refused to halt Medicaid funding for abortions not essential to save the mother’s life. It sent the Hyde amendment question back to Judge John Dooling for constitutional review, keeping aid flowing while ruling states need not fund elective abortions for poor women.
The State Crime Commission in a city meeting voiced support for a regional jail plan in the area. John Kerr Trustees seek approval to sell the old John Kerr School to the city as noted in Area News on page 19.
