State Attorney General rules fines for auto offenses go to state
Winchester officials received notice from Auditor Lea Moore that fines for automobile offenses under Chapter 474 of the 1926 Acts must go to the state treasury. The AG says no city can keep these fines, as they are Commonwealth offenses, and only the state fund may receive them. The ruling notes a city may keep fines if it adopts the state law as a city ordinance.
